Under the Direction of the Executive Director, the Director of Programs and Services is responsible for overseeing the operations of all direct client services for persons living with HIV/AIDS and HIV prevention and education programs. The Director of Programs and Services is responsible for the support and supervision of the department staff, research, evaluation, and program development, grant/proposal writing and implementation. The Director of Programs and Services budgets and monitors the department finances.

Duties:

  • Consults with the Executive Director on program issues and directions;
  • Hires, orients and supervises staff;
  • Assesses emerging needs and issues of the HIV/AIDS community to ensure that appropriate models of prevention and support are developed and implemented;
  • Develops, implements, and manages work plans and budgets to support the Agency’s strategic plan;
  • Leads the development, implementation, management and evaluation of programs and services for a diverse range of HIV-affected populations;
  • Utilizes health promotion, population health and community development methodologies within program development, implementation, management and evaluation;
  • Maintains and strengthens existing community partnerships, and actively seeks new opportunities for strategic community partnership and collaboration;
  • Ensures maximum opportunities for community partnerships in all aspects of program development, including the design, implementation and evaluation of programs and services;
  • Liaises with a broad range of stakeholders including community members, organizations, clinical services, funders, and government representatives on regular and on-going basis.
  • Develops grant proposals in consultation and collaboration with the Executive Director and other key staff when required.
  • Develops, monitors, and controls the annual operating budget for the departments and programs.
  • Participates in professional development;
  • Plans and monitors department policies and programs to promote the mission, goals and objectives of the Agency.
  • Participates as a member of the management team, in the development, recommendation, implementation and evaluation of policies and systems for the Agency;
  • Complies with agency policies and procedures;
  • Performs other related duties as required.

Education and Experience:

  • Graduate Degree in social work, community development, health care management, Adult Education or another related discipline preferred or combination of education and experience;
  • Three years of management experience in a community-based, not-for-profit organization, preferably with a strong volunteer component, including human resource within a unionized environment;
  • Proven experience in program management, planning and evaluation;
  • Proven experience engaging in high-level interactions with broad range of government and community-stakeholders;
  • Demonstrated successful experience in proposal writing and grant development.
  • Experience in program development and evaluation;
  • Experience in curriculum and workshop development;
  • Experience managing human resources, budgets, and complex programs and projects;
  • Proven experience overseeing multiple projects and initiatives;
  • Experience working in unionized settings;
  • In depth knowledge of HIV/AIDS.
