Receiving fellatio/cunnilingus without barrier is considered negligible risks. Performing fellatio/cunnilingus without a barrier is considered low risk (that is, there is potential for HIV transmission under certain circumstances - such as open cuts and sores in the mouth or bleeding gums).

I imagine there might be other STIs that could be passed from the giver to the receiver of unprotected oral sex, however.
