6 weeks and 8 weeks hiv duo test - negative

Question: 

greetings from Europe!
I had unprotected vaginal sex 2 and half months ago and received unprotected oral sex 8 weeks ago at west Africa. Made 3 rapid tests and 6 & 8 weeks DUO
test - all negative.
Around foreskin of my penis there is redness and veins are blue and noticeably increased. I have visited many dermatologist, using different ointments, but above described changes are still there.

Hi there and thanks for using the AIDS Vancouver online helpline as your source of HIV/AIDS related information. HIV infection does not typically manifest locally (ie: around the penis), so you may wish to discuss with a physician regarding the possibility of a different STI. Regarding your tests, international guidelines suggest testing at or after 12 weeks post-exposure for completely conclusive results. In addition, receiving oral sex if considered to be a neglible risk for the transmission of HIV – there have not been any reported cases of HIV transmission in this way. As such, if you have a result that is negative at or after 12 weeks post-exposure, and you have not had any further risk activity in the interim, you can take a negative result as conclusive for no HIV infection at this time. If you continue to be concerned about your possible exposure via the oral sex route, you may wish to be tested at or after 12 weeks have elapsed since that event. In addition, we do recommend that all individuals who are sexually active be tested regularly for STIs (including HIV) for their safety and the safety of their partners.
