Where/when can I go for anonymous 60-sec HIV test in Vancouver?....

Answer:

When you say 60-sec HIV testing, I believe you are referring to a rapid test? Rapid testing does provide you with on-site results however, time to process can vary but results are typically available within 15 minutes. The window period for Rapid testing is the same as a 3rd Generation ELISA (standard) HIV test: 4 weeks to 3 months. On average, it will take someone 21-25 days to develop enough antibodies to be detectable by these tests.
